1996 Buick Skylark 3.1 No Start Problem

I have a no start condition with my wife's Buick. The car will not crank, I get dash lights, I hear the fuel pump cycle, but it will not turn over. Last weekend I did a brake job, test drove the car, parked it in the driveway, it has not started since. I have changed out the ignition switch, checked the battery, and related connections. When I turn the key to the crank position I get no clicks or sounds from the starter. Anyone have any ideas? Really do not want to take it to a shop since it was a severe hail hit last fall and now has a salvage title. I just want to keep it running for few more months.

At the starter solenoid check the voltage at the "S" terminal. There should be 12 volts with ignition to on. Before that there is a crank/starter relay. For starter relay to energize there is the neutral/park switch (range switch) and enable from the PCM module in the circuits.

You may have a Passlock VATS problem which will disable the starter and fuel injection system. The fuel pump should still prime.

Does your key have a black chip on it? If so, your problem is an antitheft sytem failure. Inside the lock cylinder are 2 contacts that read the key. Each time you turn the key you are bending the wire that goes to these contacts. After a few thousand starts, the wire begins to break and won't read the key every time. Once it fails, you're locked out for 4 minutes before you can try it again. If it has failed once, it will fail again. Contact a tech to either bypass the system or replace the lock & key.
