i (my wife)have a 96 dodge caravan and the blower is only operating on high so its high or nothing. i have talked to three different local parts shops and gotten a different "its always this" answer from each one so which is it 1) the relay in the fuse box? 2)the blower motor resistor power module or 3)the blower moter itself
any help will be greatly appreciated.

It could be any one of those 3 things.
Unlikely it is the blower motor.
The very most common problem is the resistor module.
There are different types for the different models.
They are $14 on ebay, and can vary from $20 to $60 at a dealer.

Blower motor resistor almost guaranteed , sometimes the connector going to the resistor will melt and that has to be replaced too . If it is just the resistor they aren't too much .

I have the same thing on my van, I am just living with it. I had the resistor changed about 5 times and still have the problem. It doesn't even bother me having it only blow high, but then I live in Michigan.

thank you to all who responded. The step by step was awsome! The only parts place that carried it where I live was napa for under twenty bucks, fixed it this weekend and my wife has fan speeds!!
