1988 Chrysler Conquest question

My Conquest started smoking at an idle after I spent a lot of $$$ on fuel injectors and a new Turbo. It's a white smoke that begins after the car warms up. It was intermittant at first usually would smoke when I would come to a stop light but know pretty much smokes all the time - on and off accelleration. If I take of the oil cap on the valve cover the smoke also blows out of there pretty forcefully. The car passed smog last year though it filled the mechanics garage up with so much smoke I couldnt see across the other side. The Turbo will boost upto 0 lbs/in on the gauge on accelleration then will fall back into the negatives. It goes through a lot of oil also. Is this a sign of a blown head gasket or cracked head? Or a bad Turbo install job? Or maybe I just need an engine overhaul? I have 118,000 miles on it.
I put some Restore in the oil which made a difference for a few weeks but since adding fresh oil its back to smoking.
