05 Neon Rediculously bright lights!!

Ok, so my wife's dad bought her this brand new 05 Neon early this year. Her mom took it and wrecked it, and after it was fixed, it seems to be running with a miss; gas seems to be ill consumed, and nothing is in disarray...
Air Filter... clean!
Plugs AND wires... JUST replaced them 250 miles ago.
oil... immaculate! not 1500miles on it...
there is no distributer...
runs and cools normally...
what is it?
Also, after this accident, the lights seemed to appear retardedly bright to oncoming drivers and drivers in front. But they're on dim! Bright seems to have no brighter affect, hi and lo are about the same illuminocity!
What is it?

Well people don't seem to want to reply to posts anymore like they used to, so I will answer both of your questions:
As far as the "miss," is it a ticking sound? Or is the motor literally shaking and not even igniting on one cylinder? If I had to guess, I would say it's just a lifter tick on the driver's side, where oil and lubrication is sometimes tough to do on cold starts on the 2.0l.
As far as the headlights, the wreck probably knocked the headlights out of alignment. From the factory your headlights are directed down the road and slightly to the right of oncoming traffic, and are supposed to "land" on the roadway about 100-150 ft from your car. When you turn on your brights, the light is more focused above the roadway. Well, it sounds like your headlights are now pointing out above the road or into the sky on dim, and way out into the sky on hi-beams... if this is the case, your dims will blind oncoming motorists because they are focused straight into their eyes like hi-beams, and your hi-beams will just get dispersed into the sky even more (and make it seem like they are not brighter, but actually are... just not shining on anything in the sky).
