power steering problem on chrysler sebringtazze10 12-30-2006, 09:59 PM have replaced p/s pump and hoses,but still very hard to turn steering wheel and sluggish.Out of ideas. HELP!!!! curtis73 12-30-2006, 10:21 PM Leaking rack? Bad actuator valve? Its possible you have a bad rack. It could be leaking internally past the seals. Its also possible that the valve that controls how much pressure and where it goes is bad. If its stuck it won't send pressure when you turn the wheel. tazze10 12-31-2006, 08:24 AM Leaking rack?
