Alternator Belt Tightening Question

I have a 93 Civic DX 1.5L.
Just wondering if I am missing something on this alternator. I went to tighten the alternator belt by loosening the top 12 mm bolt and the lower 14 mm bolt. But the alternator won't budge, either to loosen or tighten. Has anybody had this problem? Any suggestions? I tried wedging a large screw driver between the brakcet and the alternator from underneath, but no luck.

Any suggestions? Am I missing something?

I read that to remove the altenator, it was necessary to take off the alternator bracket too, from underneath. However, I just want to tighten the belt.

Any adivce would be appreciated.

loosen the holding and pivot bolts more and then pivot with a screwdriver harder.
