Hard to start

I have a 88 delta 88 3.8 engine. 140K
When I try to start it seems like it is flooding. so I hold it to the floor then it will start. ( I did flood it once) It will Idle real high. And it does not matter if it is cold or warm.
The only code I get is 15 coolant temp sensor. Can this be the problem? If so where is it located? Thanks for the help

Well the answer is yes. I just finished changing the coolant sensor located just under the t-stat housing. The car started easly and idled great.

If that doesnt fix your problem then check your carb. I'm not a car expert but i was having that problem with my 84 royale brougham. I purchased the rebuild kit for my carb and re-adjusted the idle screw (fairly simple, Hurst manual). Had a 1000% difference with how my car runs.
