1998 Century Custom Headlight Problem

It is a weird problem.
My headlights don't work.
Let me get a little more specific.
The Turning Signal works, actually every light works except for the REGULAR / STANDARD Headlights.
The highbeams work.
In fact if I want to drive this car at night I have to hold back the stem in order to have lights while driving.:banghead:

I have done some troubleshooting:
I have checked all the fuses (twice)
Changed the bulbs (twice)

I also have a problem with the IP Cluster.
I cannot see whether the car is in P R N D 1 2 etc.. or the milage.
EVERYTHING else works just fine on the IP Cluster.:banghead:

Do I really have to get a new Cluster?

The dealer informed me it would cast about $700 to change the cluster.

But I can get a cluster on e-Bay for under $60, they want to charge about $400-500 for the cluster alone PLUS tax:shakehead .

Help me please

Your problem with I am assuming the low beams is a multifunction switch with bad contacts or worn/out of adjustment. Best thing to do is remove the upper and lower steering column covers and perform a better inspection. Cleaning may help but replacement is more likely.

On the IP cluster problem you have a bad module which provides illumination the PRND123 and odometer readouts. It will require replacing the IP or getting it repaired by a company like Southern Electronics. If you decide to get the one off of EBay which sounds like a good deal it will need the odometer module programmed with your actual mileage, otherwise you will have the mileage figure of the replacement IP cluster.
