headlights brakelights horn and runninglights don't work

My headlights brake-lights horn and running-lights won't work. Checked the fuses near the glove-box and replaced 3 20-amp fuses. When I test them all other fuses light up my testerlight bright but the 3 fuses that I replaced light the tester very dimly. Is there another fuse box under the hood?
Flashers,signals,and radio work fine. I have a 1991 Dodge ram van.
