Can't relase spare tire, '91 S-10

I cannot release the spare tire in my Chevy S-10. I can drop it ever so slightly, but can't get my hand in to figure out what the problem is. Has anybody had this problem, and if so, how did they solve it?
Is there any kind of exploded view of this set up that I could look at and maybe feel my way through it?

Does the cable winch release it at all? There is a hole in the rear for the lug nut wrench to fit in the cable winch to wind it down. They do rust up but usually it will go down some. Might have to remove the bed, six bolts, unhook wire connector and ground, and plastic sleeve at gas neck, lift off the bed. Then everything is right there in the open.

Thank you so much. I finally did get it to go down a little and then lubricated the heck out of it, eventually it did come down. Rust was the culprit, so I have oiled and lubed it very liberally, and hopefully, will not need to use it in the future.
