There is a special tool, but you can just tap it off with a punch and hammer if you are careful (meaning gentle).
Some kind of improvised plier type tool might help too.

Here is picture of the factory tool:

Also, read the warning about cleaning and being careful about the sealing O-ring!

BTW..I moved your post to the GC section of the forum (from the XJ part).

If you tap on locking ring to get it off, use a piece of brass or a block of hard wood . You don't want to create sparks around gas jeepman600@yahoo.com. BE CAREFUL

I used a block of wood with a mallet.
Suggestion when reinstalling lubricate the threads with some soapy water. It will allow easier tightening.
that "special tool" on line costs about $75-80, a lot for a tool you'll need hopefully only once.
If you want one here's a link

That is good advice, but the fuel tank and lock ring are plastic,so I don't think sparking will be an issue

When you get the cap off and remove the tank module, make sure to drain and wipe out the tank. You will probably find some dirt and rust in the tank bottom and also in the bottom of the can the pump sits in. Make sure and install new plastic strainers (2) on the pump when you install it. Use a little Vaseline on the rubber hoses between the top of the pump and the metal tube between the pump and the filter/pressure regulator. I don't know if your 99 is affected by the service bulletin to replace the tank fuel quantity sender module or not ( probably not) but it is a good time to check on it and replace it if necessary. Also use the Vaseline on the new gasket that should come with the new pump.

I also used a hammer and wooden dowel to remove the cap. When you tighten it on, make sure it is tight, but not TOO tight. You may need to remove the cap again some day.
