90 4-runner fuel out of throttle body?

I just did the head gaskets on a 90 4-runner sr5 3.0. When I got it in there was fuel out of the throttle body and he wanted the head gaskets done. I did them and it still won't fire. It is timed and all the lines/hoses are on correctly. It sounds like it wants to start but won't and there is fuel in the throttle body. Any suggegtions?

This sounds like the Cold Start Injector is not closing.
The only injector at the throttle body level is the CSI, all the rest sit right on top of the valves.
It could be an electrical problem or it could be the injector it self.
Be careful the fuel rail is a high pressure system 45-50lbs.

Remove the CSI and reconnect it to just the banjo fuel connector don't connect the electrical connection. place the nozzle in a coffee can if the injector still sprays fuel it could be it's faulty or the fuel pressure is way to high.
BE CAREFUL!! and keep a fire extinguisher at hand.
