Locked up PCM

Ok, I am looking for help to unlock a PCM in a 2000 Neon. I was helping a friend of mine with his car that was in a front end wreck. The front end is all fixed, but the original computer was cracked and would cut out. I found a used computer and installed it and the car would start, run for 5 seconds, and then die 4 times. Now the car won't start at all with the replacement computer. For now the original computer will start and run the car but it is unreliaible with the original computer. I did find a TSB (08-030-06) on ALLDATA.com that says that the Theft Deterent System locked up the car, because the VIN was wrong in the replacement computer. SO I need to find a scan tool, or someone that can help me unlock this computer here in south eastern Michigan.:banghead:

OK here is what I know after talking to the dealer. Because the car has vehicle theft system from the factory, I locked up the computer because the VIN's were different between the two PCMs. The only way to fix this is to buy a new computer. The dealer said that you can't overwrite the VIN in the new computer. So be careful if you have to replace the computer on you car.

Must be something on 2nd gen neons, because on 1st gens we can swap away :grinyes:
