i just bought used 2000 neon lx last week.i am having a problem with rear brake.i am a newspaper carrier so i stop and go alot.when i am driving under 15mph the rear drivers side wheel will lock up when my foot is on the gas which makes the tire skid.my husband has changed brake fluid,and checked the brakes said they look fine and the work fine.can anyone tell me why it keeps doing this.

Hi have your husband check to see if there are any bearings that need to be greased and have him check the emergancy brake cable, sometimes they are tricky and want to act up.
