1994 b350 water leak

Anybody have any solutions to an apparent design flaw in the rain rail on the top of the van at the rear? Water in basically collects there, pushes over the edge, past the door seal and into the internal door cavity. The door fills up with water and the only escape is through the internal door panel and into the back of the van. Anybody see this before?
