My rear drivers window started falling down, but I can hear the motor working. I ripped the door panel apart, and I saw a cable that was loose. Does anyone know where this cable attaches to and the best way to access it? (The side that is in the plastic sleeve)

I am assuming you have a 01 and up. Here is a link to a rebuilt regulator on ebay. This company rebuilds them and has sold many. Look at his rating. I put one on my 01 6-8 months ago. I looked like new with an improved cable and plastic rub bars (possibly larger than the original). The link shows a good picture of the regulator itself. The plastic rub bars usually break and the cable frays and can break also.
Not too difficult to install. Do a search on this forum. There has been plenty of discussion. Many have broken. In the search you should find a link to the Bonneville forum which shows copies of the shop manual for removal. The Bonneville door panel is slightly different, but you have gotten yours off already.
The rebuilt ones on ebay are $200 plus a refundable core. New from the dealer is over $400. A used one from the junk yard may not be much better than yours that failed. My 01 with 42k miles on it had 2 rear regulators fail. Could not find a used one because of so many failures. My left rear already had a used one installed before I got the car (had the yellow interchange no. marked on it) and it failed after I bought the car. I went with the rebuilt one from Window Motor World. Very happy with it.

If the link does not work, just search on ebay for aurora regulator. Good luck.
