1992 DeVille will not start

I bought a 1992 DeVille over a year ago, and the car was stolen (thief broke into our house while we slept and took the keys among other things) so I had to replace ignition switch and all went well for a while until the battery went kaput. I replaced the battery and now it will not start. All lights work, windows, seats, etc., it just will not turn over. It does nothing. The security light on dashboard keeps blinking when key is turned. I called a few places, and I keep getting different answers. One says to buy a new key because the resistor is shot. Another says to replace the whole ignition switch again. And yet another says my Caddy computer needs re-programmed. Who is right, or are they all wrong and something else is happening? I have the same problem. I'm trying to get my neighbors 94 Caddy running so he can get rid of it. It was broken into about a year ago, console ripped up so the thieves could roll it out of the way of the car they really wanted parked behind it. The security light blinks and the starter won't engage. How can I get this car running again? I can't get a definate answer from the Caddy dealers around here.

A friend of mine told me that this is a common problem, especially for those who store their caddys over the winter and disconnect the batteries. He told me that at the Cadillac dealership, they have what is called a "box" that they use to reprogram the computer so the computer will recognize the key in the ignition. I knew nothing about this, so in a while, I guess I will find out.
