First check your PCV valve. If it jams closed it can cause the crankcase to presurize and force oil out through the valve covers and plug tower tubes.

If its ok then the plug tower tube seals are leaking. They are apparently a pain to replace and somewhat common. The consensis is that it doesnt hurt anything unless they are leaking bad enough to fill the tubes so not to worry about it until you decide to replace the valve cover gaskets and the tube gaskets as well.

My 1995 rodeo always had oil in the plug galley... After pulling off the valve covers on my Rodeo I can tell you it's not worth doing those seals unless it starts to ground out a plug..... It's not a couple hour job, more like total weekend job... Let sleeping dogs lie...

I did my valve cover gaskets less than 20K ago, I think, and one is already leaking again.
