I have a 2001 Neon that sits very low in the front, the air dam is only a couple of inches of the ground. Wouls completely worn out front struts cause this? Thanks for your help!!

Worn struts and springs will lower the car somewhat. Get some new springs and see if it helps.

I would say the same, either, probably one or both springs are weak or broken. If you push down on your front end on both sides, one at a time, the front side you are testing should bounce back no more then a couple of times. Check for leaks around your strut.
