2003 Honda Crv Ex defective ignition switch interlock

My 2003 crv ignition switch interlock is defective. The key can be removed when the car is off and not in Park (ie. in Drive,Reverse, etc), creating a potential safety hazard of the car rolling when the key is removed from the ignition .

There were recalls for the 2002 CRV for this same problem (NHTSA Campaign# 03V422000)-KEY INTERLOCK FAILURE.

I notified Honda Customer Service , but they said this recall does not apply to the 2003 model; even though it's the same problem.
I have 48,000 miles on the car , so I guess that I will have to pay out of pocket for Honda's indifference to this safety issue.
