PS pressure hose- how do you get it loose...

down on the rack- 1996 Century 3.1 v6. I got a 18mm flare wrench fully seated in there, just barely fits. It feels like it is going to slip off when I get any pressure on it. I put some PB bolt loosener on before quitting, don't know if that will help. Also, I see a protective shield on top of the rack. will I have to remove that or get under the car to do so? Thanks in advance.

A short crow's foot extension flare wrench works good here.
