Tachometer, need help!

I have a 92 Ranger 4.0 Auto w/ Tach. My tach has been screwed up since I bought the truck, about 9 months ago, but haven't worried about it as I had mechanical problems that took priority. I now have it fixed up & running great & would like to fix my tach. The truck idles properly, however the tach will not go below 3000 RPMs. If I get the motor going past 3000 RPMs, the tach will work & move up like it should, it just will not go below 3000 RPMs. So I know that the tach did not stop working all togather. Is there any way of fixing the problem with the tach, other than replacing it or replacing the gauge cluster? Please help.
