99 ram van won't downshift!

Hi everyone...My dad is having problem with his van. It is a 99 ram van V6 with the three speed trans. It has 60K miles on it. He described the problem as not downshifting when he steps on the gas pedal. Today he took it to the dealership to have it checked and, according to them, the problem is due to a broken trans and kick down cable. They wanted $400 for the job but my dad declined. The trans shifts up normal, he just had the trans fluid replaced. Does any of you know how hard it would be to replace the kick down cable? Any help or advice would be greatly appreciated!!

well, found the problem! the kickdown cable (Throttle Valve cable) and the cruise control cable are broken where they connect to the tb bracket. I have t5o buy the whole cable since they don't sale the little broken part. Anyways, I'll let you know how everything goes. I should start the job tomorrow. I'm only worried about the TV cable connection at the trans. anybody knows how to disconnect it?
