sr20det s13 stock wastegate control

I bought my car with a blow off valve in place on it and there is no wastegate control solenoid anywhere to be found. I've been trying to figure out what the stock wastegate control setup for this motor is with my service manual for the s14 motor but thats not helping as it states that the boost pressure sensor is somewhere on the right stut tower when I believe the s13's is under the intake manifold, so its been no help to me. The way its currently setup is with the wategate actuator connected by hose only to the intake tube upstream the throttle body and the bov is running on constant manifold vacuum. My wastegate actuator wont move under the boost pressure at as high as 5krpm. This is after it sat for a winter and the actuator rod had seized to the wastgate hinge(now unstuck but the actuator won't move). I would like to know about the boost control solenoid location and routing and if a faulty actuator is suspected.
