'95 E150 351 Windsor Transmission Down Shifting

Hi Folks'
My daughter has a problem with her van. It downshifts on the straight an level. No load conditions and it occasionally shifts from overdrive (4th gear ratio) to 2nd, (engine roaring) when you lift your foot, it will shift back to 3rd and then 4th (overdrive) Otherwise transmission runs great. I'm thinking, only two things cause an upshift, Change in Manifold pressure or/and throttle position, plus of course the shift lever. I don't have a Haynes for this model, has anyone got any suggestions. By the way, the fluid looks great, nice and red and no burnt smell to it

I found the problem. It was the neutral switch. It is actually the Transmission shift selection sensor that is mounted under the driver's seat, under the van.
We changed it out and that was the problem. The tranny shifts perfectly now.
