Rough idle, not TPS plug, car doesn't have aftermarket cams

Okay I'm interested in buying a 1995 Civic EX.

A few notes-
B18C JDM GSR swap (Just says B18C on the tag, no 1/5/R)
No grinds in transmission
Has puck clutch, very sensitive in first gear throttle, grabs gears really fast
All electronics work, check engine light registers on ignition but doesn't turn on while driving, meaning the light works but isn't on so no errors that the ECu can detect.
P72 ECU OBD1 engine

Cons-
I don't know the milage on the swap, only the milage on the chassis (122,000 on the clock)
Distributer looks beat up a bit like it got melted a bit

Now the questionable problem-
When the car was idling, the idle jumped from low > higher RPM, but it wasn't AC related (the fan didn't pick up when the RPM rose), it was more like the TPS problem that some CRX owners have, but not the same at all.

I can try to make a scale so you know what I mean:
Left > Right = Time
Up > Down = Rev
....-...-...-.....-
..-...-........ -...-
-..........-..-

Basically, no noticable pattern, rev didnt go higher than 1800 rpm at idle but it seems to be a spark/throttle problem.

My guess is either the TPS is off/bad or the distributer has something to do with it, since the dizzy doesn't seem to be in great shape. I tried to take a picture of the engine bay but didn't have time and my camera phone wasn't working.

Any suggestions?

tps voltage readings say? vac leaks? iacv?

if your so concerned with the engine.........................why dont you give it a compression and leakdown?
