HVAC running even when turned off

[1994 GTP 3.4L]

even when i have the heat turned off, the vents still push out air (not @ high power)

what could be the problem?

When driving down the road, you will get a little airflow even with the blower motor off. If you're getting air circulating with the car sitting still, you may have a blower resistor shorted out causing the blower motor to spin even with the controlset to off.
