In addition to providing the year, I'd be curious why you want to remove the lens. Are you just trying to replace the bulb?

Remove the entire headlight bucket, put just a little bit of rubbing alchohol in the lends and swish it around, then pour out. The water droplets should all drain out with the alcohol, and it will evaporate, leaving you a clean dry inner lense. Not sure if this will eat the adhesive, so you may also wish to run a bead of clear RTV or other sealer around the sealing edge of the headlight. This may also prevent more water from building up in the lense.

Sounds like a good idea, but I think you'd want to use isopropyl alcohol rather than rubbing alcohol. My understanding of rubbing alcohol is that it is already saturated with water (something like 70% water, 30% alcohol) so it won't absorb additional water. Isopropyl alcohol is not saturated with water.

Good idea though, in this situation I would have planned to remove the lens as well, but isopropyl alcohol should work.

On a 1996-1999, there are three (or is it 4?) bolts that hold the headlight assembly in place, two up top and one behind and low. Be sure you get the bolts though and not the small rods for adjusting the aim of the headlight.
