Headers or ported exhaust manifolds will give you the biggest bang for the buck. Headers are expensive but you can find PEM's for a reasonable cost. The other items would be a high flow cat and removal of the u-bend if you still have one. Opening the exhaust will make your other mods work better and thus you will get more power.

1st make sure you get rid of you're U-bend. just making sure..
couple ways you could go here

1. CAM.. $800-$1000 after the whole install(unless you can do it yourself)

2. Headers/downpipe
about $900ish for slp with DP

or $650 for coated S&S with downpipe + welding it in/shipping: $725ish
$75 left for some pulleys

3. Powertuner $400
Downpipe $260 shipped
PEMS 250 shipped
$910

or replace powertuner with
HVTB 180ish
or rockers 400 maybe cheaper

blah im gettin confused someone help

You can change the drive pulleys but it will have little if any effect on performance. On the GTP a smaller pulley on the supercharger will increase boost and therefore performance.

The first thing you need to do is get rid of those junk Bosch+4 plugs.

Bosch Plugs don't work well in GM cars and the +4 is just a gimmick to make money. You would have been much better off spending your money on AC Iridiums.

ditto...bosch +4 plats don't perform any different than a single tipped plat plug...coppers or iridiums are a better choice for performance...plats just last longer...
