2000 GC 4.0 fuel press regulator location

I'm under the impression that the pressure regulator is combined with the fuel filter assembly since it has a cannon plug attached. True? Also what is the round assy located on my fuel rail? Approx 2" diameter. It has a blue tab that slides up and down.

It's located near the fuel tank.
