1984 2WD pickup, adjusting the choke...rivets???

My 1984 2WD Toyota Pickup seems to have an automatic choke with rivets in place of the usual 3 screws. I need to adjust it, as the choke isn't working in cold weather...although it passes the electric resistence test. Does anyone have experience with this setup, is it factory or do you suppose someone with a new rivet gun decided to replace the 3 screws. And what can I do about adjusting or even replacing the choke...do I remove the carburator and drill out the rivets; is there an easier solution?

You can drill out the rivets and use self tapping sheetmetal screws for re-assembly.

Can I drill out the rivets from the rear, without removing the carb, or does it have to be done from the front side of the choke element?
