Is it possible to wire the stock fog lights so that they can be turned on any time...even when your high beams are on... Thanks

Sure.... You could simply purchase an installation kit for aftermarket driving/fog lights and wire the circuit directly to the battery. Usually the better kits will have a relay in them which the dash switch controls...this prevents high current draw through the dash switch and also allows you to power the switch so the lights can only be operated when the ignition switch is in the "on" or "accessory" positions.

You can do it without too much hassle, but local laws usually require them to be wired so they only illuminate with the low beams.

I wired mine once so that they could be turned on with the running lights (no headlights needed to be on) and I got a warning for it.

You already have a relay for the fog lamps. The fog lamp switch gets power from the beam select switch. You simply have to splice it into a different 12v source (one with power only with the key in RUN). My '88 FSM says the wire on the fog light switch is the green one. Yours may be different. You can easlily check it with a voltmeter.

Disclaimer: As 03cavPA says, that may be a violation of your local state's code. If you need more light, you may want to look for better headlights.
