E-350 Van Fuel Pump Won't Shut Off

I have an E-350 van that won't start. The fuel pump comes on but won't shut off. I replaced the fuel pump and the new one does the same thing. Also replaced the coil, fuel pump regulator and module with no changes. Any ideas??:banghead:
