For my '96, the power for the exterior lights comes from the Main Light Switch on the dash. Flows through Fuse #9 in the I/P fuse panel (up under dash, above driver's left foot), and then out to the exterior lamps, which includes the license plate lamps.

The headlights get their power, also through the Main Light Switch, which then passes through the "multiswitch" and out to the headlights.

The Flash To Pass feature bypasses the Main Light Switch.....and gets that power through Fuse # 23 in the I/P fuse panel......then through the multiswitch, and out to the headlamps.

The Multiswitch is the turn signal switch.....flash to pass, high beams.

The headlamps, and parking lamps.....power through the Main Light Switch comes to the Main Light Switch from Fuse "K" in the Power Distribution Box in the engine compartment. Fuse "K" is 60A

I would use a multimeter, and start at the Main Light Switch.
Verify power to there, and then work from that point.
