2.0 Timing Torque specs

I recently replaced the timing belt on a 2000 Stratus. The engine runs fine but I am wondering if there is a torque spec on the tensioner pulley lower bolt. I have the hydralic tensior set up where you hold an allen wrench in it, apply presure to the center bolt on the tensioner pulley. But the bottom bolt is a question.
