"Brake to Shift" light on '97 Riviera

On my '97 Riviera I see a dash light which reads "brake to shift" on the lower left portion of the Temp gauge. This light has never came on in the short time I have owned the car. I know it has to do with stepping on the brake when shifting in and out of part, can anyone tell me when this light should come on, when ignition is on, engine is running, etc. or at not all?

I also noticed the "Brake To Shift" in the temp guage. There is also another "Low Washer Fluid" light in the guage to the right. Wish I had an answer.

I have only seen the light actually lit on '95 Rivireas, no other years; perhaps that light was not wired after '95 since it was redundant. As to the "Low Washer Fluid" light, my washer fluid has never been low so I assume that light will come on when it gets low!I also noticed the "Brake To Shift" in the temp guage. I have definitely read that the Brake-to-Shift light was not used in the later Rivi's. They realized that not being able to push the shifter button was a pretty good tipoff as it is... That silly Low Washer Fluid vs. Washer Fluid Low is, I believe, just an example of the right side of the dash not knowing what the left side is doing.
The real crime is that the wasted duplication in the right cluster, along with one blank section, could have been used to put a Trunk Ajar light right below the Door Ajar light, as well as a Level Ride indicator so we know when the out-of earshot compressor is running too much!
