starter only turns for 1 second on 99 van

99 voyager won't turn over but for one second, not time enough to fire, when its warn it will turn over normally and start but on a cold morning no go.
Also the headlight won't come on, you can hold the bright lights on by pulling the blinker handle back but when you let go they go out.
any help would be good help

Sounds like a weak battery and or dirty or corroded battery cables . Have the battery load tested at a auto parts store then thoroughly clean the battery cables with a toothbrush dipped in a solution of water and baking soda . Thoroughly tighten cables . Clean the cables even if they don't look dirty they can get an almost invisible high resistance film on them ,this happened to me last summer . .http://www.automotiveforums.com/vbulletin/editpost.php?do=editpost&p=3807366

thanks for the reply, the battery and cables are fine. the system seems to have some type of short. the starter will enage and shut off as many times as you turn the key, and then later the same day it might do the same thing 2-6 times and then fully enage and crank.
also the lights won't come on. only when you hold the blinker switch back will the high beams come on and stay as long as you hold it back, but go out when you let go. your hand gets tired and the oncoming traffic gets mad.
please help
