turn signal problem - 97 park avenue

The left turn signal works fine, but the right turn signal doesn't work at all. The indicator light on the instrument panel doesn't light at all for the right turn signal, and there is no clicking sound.
All the lights work on the right side of the car except that they don't flash when the right turn signal is used. I checked all the bulbs (for those of you that have done this, you know that it isn't that easy), and they are OK.
I'm hoping that it isn't the turn signal switch because the guy at the parts place told me it runs $456.00. No mistake, that is $456.00
Would appreciate any help any of you might provide.

Have you tried a new flasher unit? I don't know anything about PA's post-1990, but I would assume it would still have a flasher. It would be under your dash by the steering column (you probably would have to remove hush panel of some sort). Mine appear as small cylanders, about an inch and a half in diameter and about an inch high. There would be two units, one for your blinkers and one for your hazards.
And they shouldn't cost you too much...ones like mine are about $3 and I imagine that if yours has a newer version that it still wouldn't be too bad.
