91 4runner Steering Wheel Locked

I just replaced my Key and Lock cylinder portion of the ignition switch due to damage done to the old one caused by theft. Now when I start my car the steering wheel locks and won't move and breaks free when I put the key in the off position as where before the steering wheel would lock if I tried to turn it while the key was in the off position and would break free when I started my car. This has made me unable to drive my car because I cannot steer the wheel while the car is running. I ordered the part from an auto parts store and not a toyota dealer. Maybe wrong part?

Update! I removed the key cylinder and tried starting the car by turning the ignition switch only but the steering wheel remained locked. I then returned the key cylinder back into place but left the ignition switch in the back disconnected and I was able to start my car and drive it without the steering wheel locking. It was because I left the key cylinder in the lock position allowing my wheel to steer. It's obvious that somethings backwards but I don't know what yet.

The ignition switch should be removed and installed with the key in the accessory position. The ignition switch recess and bracket tab need to be aligned when putting the switch in the housing.

If you started off with the switch in the wrong position, that would account for the locked wheel.

Problem solved! The middle mechanism connecting the ignition switch and key lock assembly was backwards. I just turned it 180 degrees in the bracket and then replaced the key lock assembly and finally the ignition switch and presto! The steering wheel locks only when the key is in the lock position. Thanks for the advice!!
