First of all make sure all vacuum lines are in tact and not leaking under hood.My 90 sse hvac programmer just behind glove box,and there is a purple and black vacuum line there going to it. if you have this disconnect and check for air ,if there is, check the programmer itself, its where the 4 or 5 colored lines go into it.Inside this compartment are more vacuum lines make sure all are connected and not leaking.Above this you can see airmix actuator arm make sure you see movement when you go from heater to a/c with temp setting,it is possible this actuator arm could be stripped where it hooks into plastic clip and not moving flapper door

Unlike your 1990 model jdq, coach_j's 96 uses an electric actuator to go from heat to cold. The control on the dash is basically a rheostat that varies the electrical signal to the actuator motor. There are two different motors depending on the cars options. It is not uncommon to get debris in the heater box that can jam the door and prevent it from moving.
