FUEL GAUGE on 94' Voyager

Hello,
I have an issue with my fuel gauge on a 94' Voyager. When I start it, the needle is burried on FULL. And this never changes. The original owner said it was inaccurate. He stated that a "1/4" tank was empty, and so therefor it was off. But now, I can drive all day and it the fuel needle ultimately never moves pass FULL.
Do you think the sender unit is bad or is the BCM bad?
If so, how much are these parts and how much labor should I start saving up for? Also the tripometer doesn't work, so gauging when I need gas is gonna be a challenge. Does anyone have any suggestions for the issues with my van?

Give the gas tank a couple of raps with your hand and see if the gauge starts reading different. Ususally the problem you describe is a bad sender or a short in the wiring to the sender. Most normally the sender.
