Can the seals be replaced without removing the head? And if so are there any special tools required? This on a 98 4runner with a 3.4L.

Why?????
If your seals are bad worn guides are probably the cause.
Why do you think you need new seals?
Blue smoke or failing emissions testing?
Constant smoke is generally rings or worn pistons, smoke only when you let up off the throttle is indicative of worn valve guides.

I have never actually done this but once the retainers are removed the valve has to be held in place someway. The trick I have heard was to use compressed air injected through the sparkplug hole to hold it in place. BUT this requires good sealing rings and both valves!

The truck smokes for a couple of minutes after sitting overnight or three to four hours. The smell from the exhaust is definatly oil...

Run a compression check on all cylinders if low then squirt some oil in the spark plug hole this will seal the rings up a bit if the compression is improved then the problem is piston and ring wear.
Once it warms up the piston and rings expand a bit.
