1997 No start

I am working on this for some one else so I do not know the codition it was in before it broke down.

3.8 will not start. It cranks but will only start if I put fuel in the intake. Now I only have 7 vdc comming from the ccrm going to the fuel pump and I should have a minimume of 10.5 vdc. I replaced the ccrm and still the same voltage. I ran direct current to the pump and still no start. I have yet to check the fuel pressure and regulatore.
Does anyone know why I would only have 7vdc at the pump? I have found nothing that said it is adjusted according to the demand on the engine. only that I should have around battery voltage.
There are no fault codes present as the battery was out for 6 months. any ideas would be appreciated.

Battery has 12VDC. That is what I have at the ccrm untill the fuel pump relay is triggered then only 7 VDC comming out to pump
