doesn't work. outside of fuses what is the most likely malfunction? is there an easy repair without replacing?

Which seat, driver or passenger side? It would not hurt to make sure 12 volts is present at the LH and RH seat heater fuses in the intrument panel fuse box. Other possibility could be the heater control switches or the heater control module under the seat.

I had a drivers side seat heater go out on a 97 regal. I took the seat out and carefully removed the seat cover to the point where I could get to the wires for the heater. I then got a razor knife and CAREFULLY cut the foam and followed the very tiny wires in the foam and found a wire broken. I soldered it together and it works fine. I thought " nothing ventured, nothing gained" GOOD luck
