I have the same problem. I can not find the source. I checked all the balljionts, bearings, connecting rod and everything and it just keeps getting worse. If you find out whats wrong please let me know I can use the info.

I'd say either bad sway bar end links, quite possibly springs, or struts.

how would I test the springs or struts for this? Although it even happens when Im sitting still and just turn the wheel. The one thing I havent checked yet is the bolts on the rack and pinion itself. And as of right now it is not showing the signs of bearings going out. The tires dont have any play in them.

You can watch the spring while someone turns the wheel, if it looks like it binds in spots and snaps out of it, then it likely needs replaced. Another way is to have a listen with a mechanics stethoscope (or a screwdriver or simiar), listen at different points like the strut mounting studs and the spring itself, etc. This will help pinpoint exactly where the noise is coming from.
