1979 T-Bird (Smog Controls) North Carolina

Hello, my son just inherited a completely stock 1979 Thunderbird with 66,000 original miles on it. I just finished a major tune-up and replaced the Alternator / Regulator as well. The car is running quite nicley now.

Question, a friend suggested that I do not need the smog pump and other emission controls in NORTH CAROLINA due to the vehicle's age. Is this true? If so, is there a write up on how to remove this stuff and how to plug up any holes left behind? Will the car run any better without?

Another Question.. The vehicle makes a popping sound when you give it gas. To me it sounds like a small exhaust leak, but someone told us that this is just the normal sound that this vehicle makes due to the dual exhaust pipes going into a single tailpipe. Can anyone out there advise if this is accurate?
