Heater Problem

I have a 94 T-Bird LX.
The heater fan seems to turn on before the engine is warm. In the past the temperature control would only start the heater fan once it was warm enough to blow warm air.
Any thoughts?

The Temperature Control Lockout Valve and Switch is defective. I don't know about a '94 but in a '97 it is located in the heater core inlet hose tube in the engine compartment. This switch allows the blower to turn on only when the water temp is above 113-122 degrees F.
