'00 1/2 Ton V-6 Express Van - No start in wet

In wet weather, this van won't start. I think there is a problem with water draining onto the computer becuase of where it is mounted under the hood. Has anyone heard of this problem and is there a way to fix it?

My first thought would be the plug wires and cap.
