I NEED HELP...

the fuse on my climate control keeps melting..yes the plastic melts..the fuse doesnt blow off..its the correct amperage 25a..still it melts...the airconditioning functions just right..what i dont understand is why its melting..if it were grounded then it should be that the fuse must blow off...can anybody help me??
