How to diagnose radiator fan issues

Anyone with a shop manual for a 96 or similar (97) Sebring, please help!

My issue is the cooling fan intermittently won't turn on. I have a check engine line pointing at the high speed radiator fan relay. Unfortunately I have replaced both the high speed and low speed radiator fan relays and it didn't help. I have a multimeter here and am wondering what tolerances I should be looking for when checking the fan motor and the wiring going to the fan. I don't just want to swap the fan motor out without knowing if its bad right?

I see someone mentioned on the board they pulled the CTS (coolant temp sensor) and that makes the fan run all the time. Can I use this for a short term fix or are there some downsides to this? I have already done both upper and lower hoses, thermostat, and a radiator after a mechanic stripped the drain plug :( so I doubt it will overheat as long as the fan runs all the time. Or is it possible the CTS is the issue period? I doubt it if the CEL is for the fan relay right???

I hear cooling fan issues are common on the sebring - if anyone can provide any other insights, it would be most appreciated.
